BIG flashlight and check the connector as the cam sensor is an easy find. Is the cam sensor viewable on a scantool (I know GM loves to give lots of info, hi pete)? If not it should be easy to check with a Vantage to verify if it's working or it's a wiring problem. Wiki says the Dodge Neon used the 2.0L SOHC for quite some time, so even though this picture is for the 2004 engine it's probably accurate for the '98.
Had an hour for test drive, diag, and estimate, so good visual fixed this car. Started at the connector. Pulled it off and it was filled with oil. Common internal cmp failures on these engines
